INSTRUCTIONS FOR VOTERS

VCI ELECTION 2020

1.The Central Government conducts the election to eleven members of the Veterinary Council of India under clause (g) of Sub- Section (3) of Section 3 of the Indian Veterinary Council Act, 1984 and in pursuance of Section 4 of the Indian Veterinary Council Act, 1984. The Indian Veterinary Council Rules 1985 and its amendments provides the election procedure and voting mode.

2.The Central Government has made the Indian Veterinary Council (Amendment) Rules 2019 further to amend the Indian Veterinary Council Rules 1985, published in the Gazette of India vide S.O. No. G.S.R. 888(E) dated 02.12.2019, to have the voting in online mode (electronic/eVoting).

3.The Department has developed software https://vcievoting.dadf.gov.in for conducting the election in online mode.

4.The portal https://vcievoting.dadf.gov.in is hosted on secured MeitY/NIC Government of India cloud infrastructure. The portal is CERTIN certified for free of vulnerabilities and securely hosted.

5. A new dynamic password needs to be generated by the voter during voting from 20.08.2020 to 22.08.2020 using forget password option. Any older password will not be valid.

INSTRUCTIONS FOR VOTERS

6. The voter has to login with his/her username and dynamically generated password sent to the mobile number registered with State Veterinary Council or the Veterinary Council of India for voting. The list of electors in the electoral roll is available at all State Veterinary Councils, Veterinary Council of India and the portal https://vcievoting.dadf.gov.in

7. A Demonstration Trial (mock test) for eVoting shall be conducted from 13.08.2020 to 14.08.2020 (7.00AM to 6.00PM each day) for making the procedure user friendly for the electors. Dummy candidates will be available in the ballot paper. The voter, after login, shall be able to see a list of 100 contesting dummy candidates(C-1 to C-100) and then he/she may vote by clicking on hand-sign against the name of the candidate to a maximum of eleven votes. Click the final submit button for completing the voting process. The details for casting votes are available below at the steps mentioned for eVoting.

8. After voting, voter shall get an acknowledgment that he/she has completed the voting process successfully. Also he/she gets an SMS in this regard.

9. After voting, the voter will be automatically logged out and re-voting/re-login will not be permitted.

10. In case of any issues, the electors can send their complaint by email to vci-helpdesk@dahd.nic.in. The electors may contact 011-23386099(General), 011- 23070419 (General) 011-2385569(Technical) during

mock test from 13.08.2020 to 14.08.2020 and actual eVoting from 20.08.2020 to 22.08.2020.

11. It is advised that the electors should not share their credentials (userID, password, OTP etc) with any other person and exercise due diligence while voting.
